Integrity Assessment and Anti-Corruption Initiative Assessment to be Conducted on Public Organizations

ACRC started Integrity Assessment for 701 public organizations and Anti-Corruption Initiative Assessment for 257 public organizations

Integrity Assessment and Anti-Corruption Initiative Assessment will be conducted on public organizations in earnest.

The Anti-Corruption and Civil Rights Commission (ACRC, Chairperson Pak Un Jong) announced that the Commission has started Integrity Assessment for 701 public organizations and Anti-Corruption Initiative Assessment for 257 public organizations.

Integrity Assessment (IA), launched in 2002, evaluates public organization’s integrity level and identifies corruption-causing factors based on surveys of citizens who experienced public services, staff of public organizations, and experts. This year, 2,300 works areas of 701 public organizations are subject to the IA. Assessment results will be announced in December this year.

Anti-Corruption Initiative Assessment (AIA) evaluates anti-corruption efforts of public organizations of all level, such as state and local government agencies. This year the ACRC will conduct AIA on 257 target organizations for 39 indicators such as implementation of anti-corruption initiative, improvements in corruption-prone areas, and operation of improper solicitation prevention measures. Assessment results will be announced in January next year.

This year’s IA added to target organizations four large organizations that have a great influence in spreading a culture of integrity, such as Kangwon Land and Grand Korea Leisure. In addition, 31 high-scoring organizations were removed from this year’s AIA target organizations and 23 low-scoring organizations were newly included in the AIA target organizations, leading to stronger connection between the IA and AIA.

In addition, for successful implementation of the Improper Solicitation and Graft Act, which took effect in 2016, the IA added a survey on improper solicitations, and the AIA created new indicators on operation of the Act, such as provision of improper solicitation education, establishment of violation reporting system, and changes after the enactment of the Act.

Plus, since providing integrity training of over 2 hours a year to 1.5 million public officials over 2 hours a year became mandatory, the ACRC strengthened indicators on integrity training such as nurturing and utilizing integrity instructors and high-ranking public officials taking integrity education.

An official from the ACRC said, “The ACRC will accurately diagnose integrity level of all public organizations through the IA, and use the AIA to encourage organizations with low IA score to bolster anti-corruption efforts, creating a concrete virtuous cycle of IA and AIA.
