“People’s Voices will be Reflected in Policy Pledges”

- ACRC and NEC signed an MoU on big data analysis for policy -

Through complaint-related big data, people’s voices will be actively used to develop policy pledges that citizens need.

The Anti-Corruption and Civil Rights Commission (ACRC, Chairperson Pak Un Jong) signed a Memorandum of Understanding with the National Election Commission (NEC, Chairperson Kwon Soon-il) on big data analysis and use for policies on November 14, 2019.

Based on the MoU, with an aim to better reflect citizens’ opinions in public policies, the ACRC and the NEC will launch a joint project of complaint-related big data analysis for policies and will exchange information to discover policy agenda.

The ACRC analyzes complaint-related data which is collected through the Complaint Information Analysis System built in 2012 and provides the analysis results to about 1,270 public organizations, assisting them in reflecting voices of the people in policies.

* The Complaint Analysis System collects and analyzes complaints received through each government agency’s complaint-receiving windows and the e-People, a government-wide complaint handling system which integrates 1,099 public agencies’ complaint handling windows. By 2020, the system will be upgraded, using the latest big data technology such as machine learning.

On the Complaint Big Data At A Glance (bigdata.epeople.go.kr) which was launched in January 2019, the ACRC provides citizens with around 2,800 complaint statistics and complaint analysis information on a real time basis.

On public data website (www.data.go.kr), the ACRC also discloses complaint status of each sector and frequently appearing complaint keywords so that the academia, research centers, and companies could use such data.

The NEC is a constitutional agency that maintains impartiality to reflect the will of people through elections. In order to realize policy-based election, the NEC analyzes social issue related big data and suggests policy agenda and campaign pledges.

Using the ACRC-NEC Public Policy Big Data Analysis, the ACRC will provide region- specific issue data through big data analysis to create a culture of policy-centered election for both candidates and voters. The ACRC will also promote campaign pledges to reflect complaints frequently occurring in the region and to strive to resolve them.

ACRC Chairperson Pak Un Jong said, “The MoU was the first agreement between a central government agency and a constitutional agency in the area of complaint data analysis. Even though the two organizations’ work areas are different, they both pursue the principle of making people-centered policies. If policy pledges beneficial to citizens are discovered through complaint big data analysis, citizens’ difficulties and complaints could be significantly solved. ”
