Filing an online report on corruption and public interest infringements with public institutions Is now possible via clean portal

Filing an online report on corruption and public interest infringements withpublic agencies besides the ACRC at one go is now possible through the expansion and reform of the Clean Portal (www.clean.go.kr).

The Anti-Corruption and Civil Rights Commission (ACRC, Chairperson Pak Un Jong) has carried out the Project on the Completion of the National Integrity Information System (NIIS) Phase 2 as part of the e-Government Support Project, aiming at expanding and restructuring the Clean Portal so that people can file an online report on corrupt practices and conducts detrimental to the public interest.

The ACRC completed the Project on the Completion of the NIIS Phase 1 earlier last year through which a reported case is analyzed to provide a reporter with an automatic recommendation on the type of his/her report, and strengthened the protection of reporters’ identities by means of the two-factor authentication system using a certificate and password.

Previously, people could file an online report on corruption and public interest infringements and a request for the protection and compensation with the ACRC only via the Clean Portal, which had caused inconvenienceto the people wishing to report online to other public agencies since they had tovisit their individual web pages, or in the case of public agencies that do not provide an online reporting service,visit the agency concerned in person or send mail thereto.

In addition, in the case of a report filed with a public agency, a reporter had to go through inconvenient procedures, like entering each and every one of the details with respect to the report he/she filed, when submitting a request for protection or reward to the ACRC.

Given this situation, the ACRC has added 150 public agencies (as of March 3, 2020) to the list of the agency with which people can file a report via the Clean Portal, including central administrative agencies, local governments and public service-related organizations, so that anyone can conveniently report corruption and public interest violations and submit a request for protection and reward to a public agency. The ACRC plans to integrate individual reporting systems of approximately 300 public agencies up until the first half of this year.

Upon the completion of such integration,people will be able to report corruption and violations of public interest more easily regardless of agencies to which they report. Moreover, automatic fillingof the application forms for the protection and rewards to be submitted by reporting persons to the ACRC will be possiblethroughretrievingrelevant information concerning the cases they reported to the public agencies.

Furthermore, the ACRC has posted a mandatory guideline on the protection and rewarding of those reporting to public agencies, and has informed the officersresponsible for the receipt and handling of reports at the agencies of what they should take heed ofin every stage of carrying out his dutyin relationto the protection of whistleblowers so as to call their attention.

Director General of the ACRC Inspection and Protection Bureau Han Sam Seok stated, “we will putactive efforts into integrating more windows of public agencies through which people can file online reports, thereby making it easier and more convenientto report corruption and violations of public interest and to apply for the protection and compensation,using one-stop reporting system on the Clean Portal.”
